You can normally find the national insurance number displayed on them. Ask for other id bankcards, passport, driving licence or any current bills to make sure the person is bonifide.

As a controller you cannot add any information about a person/tenant that is not correct. It does not matter how upset you are with them, you the controller can not do this.
